My name is Thomas (Tip) McCabe, and I am running for Chester County Court of Common Pleas Judge.  I live in Newlin Township with my wife and our two daughters, and have focused my law practice in Chester County.  I began serving the people of Chester County as an Assistant Public Defender, upholding our Federal and State Constitutions and ensuring fair and zealous representation in criminal matters for our county’s impoverished.  Shortly after I left the Public Defender’s Office to expand my legal career into other areas of law, I was selected by the President Judge of Chester County’s Court of Common Pleas to be one of the few private practitioners on the Conflict Counsel List – continuing my career spanning representation of our County’s poor.

As a private lawyer, I have had the opportunity to handle matters ranging from civil litigation, landlord/tenant matters, guardianships, land use and municipal law, and pro bono custody matters through the Chester County Bar Association’s Access to Justice Program.  I served as Solicitor for the Elk Township Zoning Hearing Board for two years, and I have served as an Arbitration Panel Member deciding civil matters less than $50,000.00.  I am Chair of CCBA Criminal Defense Section, and Co-Chair of CCBA Civil Litigation Section.

My commitment to serve utilizing my legal education began at Villanova Law School where I was awarded the Dorothy Day Pro Bono Distinction Award for my pro bono work as a law student.  My commitment to our community has continued unabated throughout my legal career, and it would be my distinct privilege to continue this service as Judge.  I will bring to the Bench my unique and unparalleled experience in the courtroom, handling jury and bench trials in matters ranging from minor offenses to homicide, as well as civil trials, juvenile adjudication hearings, and appellate matters before the Pennsylvania Superior Court.

I have been just as committed to our local Democratic Party, serving as a poll watcher for Hillary Clinton’s campaign in 2016, part of the “Roving Lawyers” in the 2018 midterm elections, a Democrat Judicial Candidate in 2019 and 2021 and Assistant Solicitor for the Chester County Democratic Committee 2019—2022.

I want to be a Judge to bring the Public Defender’s Perspective to the Bench to ensure that everyone is ensured a fair and impartial trial, enshrined by our Democratic and American Values of due process, equal protection under the law for all, individual rights, personal freedom, and upholding our Constitution.
